The Compliance Agent Requirement
This is the piece most new PIs don’t see coming — and the one that stops them cold.
In Virginia, you cannot operate a licensed PI business without a designated compliance agent. This is a separate requirement from your individual DCJS license — and it’s non-negotiable. Without one, you cannot access professional investigative databases, register your business with DCJS, or legally take on clients.
A compliance agent must have at least 3 years of qualifying security-related experience. You cannot serve as your own compliance agent unless you meet that requirement.
